A "650W Fresnel" is a compact Fresnel spotlight (Fresnel) with a tungsten-halogen lamp, built around a 650-watt lamp with a color temperature of 3200 K. The designation does not refer to a single product but to an entire class of equipment: fixtures of this wattage are available from several manufacturers, most commonly as the ARRI 650 Plus (or ARRI 650), Mole-Richardson Tweenie 650, and LTM Pepper 650.
Like all Fresnel spotlights, the unit produces relatively hard, easily controllable light with a soft edge fall-off via the Fresnel lens. A focus mechanism allows the reflector with the lamp to be moved relative to the lens, thus steplessly adjusting the beam angle between a narrow spot and a wide flood. In the 650W class, it is one of the smaller tungsten Fresnels, typically used as edge light, accent light, or as key/fill in confined spaces.

The FRK lamp is a single-ended tungsten-halogen lamp with a GY9.5 bi-pin base and a typical lifespan of around 200 hours. With the Mole-Richardson Tweenie, a 500W (FRG) or 300W (FKW) lamp can also be operated in the same housing.
Due to its small size and low weight, the 650W Fresnel is a workhorse for small sets, interviews, and locations with limited space or low rigging height. It delivers hard, precisely cuttable light; the standard barndoors can be used to shape the beam, gel frames for filtering (e.g., CTB for daylight correction), and diffusion for softening.
As a tungsten source, the unit is dimmable and fully compatible with 3200K daylight workflows, but it dissipates a large portion of its power as heat. In modern setups, it is increasingly supplemented or replaced by LED Fresnels of comparable light output.
