Technical Details

A typical development package includes: Screenplay (90-120 pages for feature films), Treatment (3-10 pages), Financing Plan with detailed budget, Cast and Crew Wishlist, and Visual Deck (15-25 pages). Development budgets for German productions range between €50,000-€500,000, depending on project scope and the number of screenplay drafts. International co-productions additionally require country-specific breakdowns and tax incentive analyses. The success rate is approximately 1:10 – only one in ten developed projects reaches the production phase.

History & Development

The modern development system originated in Hollywood in the 1930s with the studio system, where story departments developed hundreds of projects in parallel. In 1962, the MPA (Motion Picture Association) introduced standardized development budgets. In Germany, professional development only became established from the 1980s onwards with film funding. Since 2010, streaming platforms have shortened development cycles to 6-12 months, while traditional studios continue to invest 2-4 years.

Christopher Nolan's "Inception" underwent ten years of development with six screenplay drafts before Warner Bros. gave the green light. James Cameron developed "Avatar" over 14 years, with world-building alone taking three years. German productions like "Das Boot" (series) required five years of development for international marketing. Streaming productions like "Dark" are created in compressed 18-month cycles with parallel bible development for multiple seasons.

Comparison & Alternatives

Development differs from pre-production by the absence of concrete financing – pre-production only begins after successful development. Packaging specifically refers to the assembly of talent and financing. Turnaround projects are already developed properties that move between studios. Fast-track development shortens the process to 3-6 months, usually for sequel or franchise projects with an existing IP base.

News

In March 2026, the Filmförderungsanstalt (FFA) awarded over one million euros to nine documentary film projects, with the majority flowing into production funding. This highlights the central role of state funding in the development process of German documentaries. Concurrently, technical infrastructure continues to evolve: In 2025, the Fujifilm GFX Eterna 55, the first medium-format camera for cinema productions, was launched.

Director

Development ist meine kreative DNA-Phase - hier forme ich aus rohen Ideen die emotionale Architektur des Films und entwickle meinen Inszenierungsstil. Ich nutze diese Zeit für intensive Charakterarbeit, Location-Scouting als Inspirationsquelle und die Entwicklung meiner visuellen Sprache, die später jede Regieanweisung bestimmt.

Producer

Development kostet mich täglich Geld ohne Garantie auf Return - ich kalkuliere maximal 5% des Zielbudgets für diese Phase und setze klare Meilensteine alle drei Monate. Meine Hauptaufgabe ist das strategische Timing von Förderanträgen, die Sicherung von Optionsrechten und das kontinuierliche Packaging mit bankable Elements für die spätere Finanzierung.
